Assessment and management of technological risk

Assessment of technological risk is procedure which declares what kind of adverse events may occur in the technological object. For each such event it is estimated probability of occurrence and the consequences that might result. In management of technological risks it is determined is it necessary to reduce existing risks, and if it is in what way.

Methods of assessment and risk management are applied at all stages of the drive cycle of plant or facility, from design and construction to operation, maintenance and decommissioning. In many years of systematic engagement with this issue ENCONET has gained significant experience in the following areas:

 

Implementation of risk assessment

Risk Assessments are carried out in order to protect employees and the working environment. Making such assessments is a legal requirement for technological objects and installations with quantities of hazardous substances in excess of the limit. For the implementation of risk assessment ENCONET has developed a specialized computer program called Encore. The program includes a methods of “what-if”, HAZOP and FMEA.

Implementation of the assessment result

These estimates are usually a result of implementing the system in order to improve preparedness for emergency response to the technological building or structure, or to protect the environment and local population. Conducting assessments of special form, called “Worst-Case Analysis” is a legal requirement for buildings and facilities with large quantities of hazardous substances.

Assessment of conventional risk

Conventional risk assessments include quantitative estimates related adverse events caused by component failures, human error or natural disasters. Estimates of this type are conducted on a number of areas, such as deciding on the acceptability of the planned technological building or structure, and spatial planning.

Assessment of risk from terrorism

Depending on the characteristics and function they perform, technological facilities and equipment can represent an attractive target for terrorist attack. Estimates of the risk of terrorism are carried out in order to optimize strategies of protection and security.

Support in the application of IEC 61508/61511

The standards IEC 61508 and 61 511 set requirements for safety circuits with electrical, electronic or programmable components. The confidence levels of safety circuits (SIL) are determined based on the results of risk assessment.

Preparation of safety reports

With adoption of “Regulation on the prevention of major accidents involving hazardous substances” it was introduced statutory obligation for preparing of safety reports for all technological facilities and equipment with quantities of hazardous substances in excess of the limit. Implementation of risk assessment is an important component in such reports.
